EPR in Portugal: practical guide for non-resident producers
Step 1
Map products and channels
Step 2
Identify the producing entity
Step 3
Confirm each flow
Step 4
Register, finance and declare
| Control | Evidence to preserve |
|---|---|
| Framework | Entity, product, channel, flow and foundation |
| Submission | Version, date, person responsible and receipt issued |
| Maintenance | Source data, approval and next action |
Start with the framing
The EPR places physical or financial responsibility on the producer of the product for impacts and end-of-life waste. In Portugal, the framework depends on the product, the entity that places it on the national market and the sales channel.
Packaging, electrical and electronic equipment and batteries are different flows. A catalog may cover more than one and must be analyzed by legal entity.
Separate registration and management system
Producer registration is done in SILiAmb. Responsibility for waste can be assumed by an individual system or transferred to an integrated system, under the terms applicable to the flow.
An isolated number or proof does not replace the framework, the relationship with the management system or the declarations.
Keep the proof
Keep the applicable mandate, frameworks, submissions, external evidence and the basis for calculating quantities.
Always confirm the current status on SILiAmb and official sources before presenting information to a client or platform.
Conclusion
Framing comes before form. Always link the entity, product, channel, and stream to the applicable official source.
The evidence must be traceable. Store versions, dates, approvals, submissions and documents issued by each external entity.
Third party decisions are not guaranteed. APA, management systems and platforms control their own procedures and results.
