According to FAQ 1.28 of APA, the authorised representative retains responsibility for the producer's obligations and, by default, concludes the contract, declares and executes the payment. The producer may execute the payment by tripartite contract or representative contract–manager entity with the attached producer-representative agreement; this does not itself transfer the representative's responsibility. Acceptance of the form of payment and final contractual wording require verification with the managing entity and human review.

The execution of the payment is implied
By default, the representative executes the payment. An execution by the producer requires one of the documentary forms indicated by APA and confirmation by the managing entity; the activation blocks until then.

FAQ
Which is the launch manager?
There is no final human decision yet. Electrão is just the hypothesis of configured work; no real membership can be activated before validating license, contract and payment circuit.
Who pays the contributions?
By default, the authorised representative declares and executes the payment. The producer may only execute the payment by means of a tripartite contract or representative-ent management contract with the attached producer-representative agreement. The application blocks until the documental form is confirmed and does not treat this option as a transfer of the representative's responsibility.
How does the RAPD cap work for small adherents?
There is no general low-volume registration exemption. Below 1,000 kg, Electrão’s 2026 RAPD table limits the contribution to the lower of €125/year and the normal-regime calculation; the amount depends on urban or non-urban classification, materials, ecomodulation, and the confirmed contract.
Can membership deal with previous years?
Earlier Portuguese sales are recorded but not priced here. APA validation is not retroactive: the mandate takes effect on the legally applicable date, which cannot be earlier than either APA validation or the end of the 15-day period after submission; historic obligations need separate review.
